OFDT, French Monitoring Centre for Drugs and Drug Addiction
What is OFDT?
First set up in 1993, the French Monitoring
Centre for Drugs and Drug Addictions (OFDT) is a public interest group. It
produces information collected from various and scientifically validated
sources on licit as well as illicit drugs. It informs and documents number of
questions in the fields of psychoactive substances and drug addiction. Who are
the users? What are the uses? Which kinds of use exist? Which substances do
circulate? What are health and social damages caused by drugs use? What are the
public opinions and perceptions on drugs?
OFDT is one of the four operators involved in
the implementation of the “Drugs and Drug Addiction” Programme (which is linked
to the Heath mission created within the framework of LOLF – Organic Law
for Finances Laws). This programme comes under the authority of the President of
the Interdepartmental Mission for the Fight against Drugs and Drug Addiction
(MILDT). OFDT’s financing is provided by the “Drugs and Drug Addiction” programme
and by European credits (EMCDDA-Reitox)

How does it work?
The administration board of OFDT is composed of
state representatives, i.e, representatives of the various departments involved
in the fight against drugs and drug addiction, the Interdepartmental Mission
for the Fight Against Drugs and Drug Addiction (MILDT) and, finally, public and
private law moral bodies: Toxibase (a national network for information and
documentation on drugs and drug addictions) and the FNORS (National Federation
of Regional Health Monitoring Centres).
OFDT action is supported by a Scientific Committee
bringing together representatives of the
main bodies that produce data as well as individuals appointed. Theses
personalities are recognized for their skills in the fields concerning OFDT’s
missions.
OFDT’s team is composed of experts and searchers in
demography, economy, sociology, statistics, etc.
Production, collection, synthesis and diffusion of knowledge
OFDT plays today an inescapable role in the
collection, analysis, synthesis and diffusion of produced knowledge. It thus
allows public authorities to better anticipate evolutions; it also enlightens
them before they take their decisions.
OFDT is one of the 27 national relays or focal
points (EU Members States, Norway and the European Commission) comprising the
Reitox Network of the European Monitoring Centre for Drugs and Drug Addiction
(EMCDDA). This European agency located in
Lisbon
is responsible for supplying
objective, reliable and comparable information on drugs and drug addiction
phenomenon and their consequences at a European level.
